• For the citizen: walk into a registration office, write your details straight onto the certificate and sign it, carry it as a real item, renew it before it runs out, buy the licenses your trade needs by the day, and hold your papers up whenever someone asks to see them.
• For the outlaw: slip into a hidden office for a forged certificate under any state's background, rewrite every detail whenever you need a new name, and get your work licenses issued to the false identity - papers good enough to fool a lawman.
